Any material available that explains the orthodox ruling with regards to permissibility of giving zakat for dawa organizations and the like ?
Wa alaykum Assalaam wa Rahmatullah,
Zakat recipients fall into eight categories, as mentioned in Surat at-Tawbah, 9:60.
As for reconciling people hearts (المؤلفة قلوبهم), which is the fourth category in the ayah, there are four types mentioned in at-Taqreeraat as-Sadeedah and the first two are relevant to your question:
1. Someone who has become Muslim but their resolve therein is weak.
2. A noble person whom it is hoped by giving to his peers, they too will become Muslim.
In the Shafi'i school, zakat must be given to Muslims. It is not permissible to give it to unbelievers, i.e. in the hope that they will become Muslim.
Therefore, da'wa organisations, which presumably are spending money on calling unbelievers to Islam, would not be valid zakat recipients. Furthermore, the very nature of these organisations is problematic, for the following reasons:
1) There is a difference between a zakat recipient and a zakat distributor. An organisation that takes zakat and distributes it amongst the poor and the other seven categories is not a recipient in and of itself. It is a distributor. The people working for that organisation are not entitled to any of the zakat.
2) Those who collect the zakat (العاملين عليها) are appointed by the ruler (الحاكم); they do not appoint themselves. Furthermore, these collectors are only entitled to zakat if the ruler has not stipulated a wage for them from the Muslim Treasury (بيت المال)
